PRESENT: Councillors Nicky Beaton, Rosemary Gilligan, Helen Hussain, Gavin O’Sullivan, and William Susman (Chair)

22/17.           Apologies for Absence.

Apologies for absence were submitted from Councillors Annette Edel, Robert Perlmutter, Anthony Spencer and Peter Wayne and County Councillor Morris Bright.

24/17.           Minutes of the Annual Parish Council Meeting held on 2nd May 2017

RESOLVED that the minutes of the Annual Parish Council meeting, held on 2nd May 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.

 

25/17.           Minutes of the Parish Council Meeting held on 2nd May 2017

RESOLVED that the minutes of the Ordinary Parish Council meeting, held on 2nd May 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.

28/17.           Reports of Committee, Members and Clerk

  • Rural Shenley Village Matters Delivery

The meeting NOTED that Shenley Village Matters is not delivered to all houses on the outskirts of Shenley.  It was agreed where possible to get Dor 2 Dor to deliver and those that are more difficult to access; Cllr Susman said he would deliver to.

 

  • Pursley Field – Update

Cllr Susman said there was currently nothing to report.

 

The Clerk informed the meeting that Mr Harrington had offered to replace the broken bench outside the White Horse with a new bench in memory of his late father. The meeting all AGREED and thanked Mr Harrington for his offer.

 

  • Harris Lane/Rookery Field

The Clerk informed the meeting that Frank Coopers will be doing a site visit to locate the goal mouth sockets.

 

Cllr Susman informed the meeting that he had quotes for a basketball hoop with options for a dedicate surface or not.  It was AGREED that those available would meet at Harris Lane Field on Wednesday 14th June at 9am to discuss possible location in Rookery Field.

 

  • Allotments

The meeting NOTED the next Allotment Committee meeting is on Tuesday 13th June.

 

  • Shenley Fete

Councillor Beaton informed the meeting the fete is very close now. However looking at next year there is a need for more volunteers. It was suggested that perhaps the Parish Council could have a greater involvement. It was agreed this would be discussed at a later date.

 

  • Future Initiative Events

The Clerk informed the meeting that the next Future Initiative Committee meeting is on Wednesday 19th July in The Hub, 7.30pm.

 

  • Media Committee

SVM is currently at the printers.

 

  • CSP

Nothing to report.

 

  • Police Update

The meeting NOTED were informed that they had been successful in securing funding for an SID in Shenley.  Following a discussion it was AGREED the Clerk would go back to Tim Burt regarding changing the proposed direction of the camera.

 

  • Shenley Park Trust

The meeting were informed that a forward plan is being put together highlighting the key areas that need focusing on.  There will be an open AGM in December as well as weekend surgeries run by the trustees in the tea rooms at the weekend from July.

 

  • Neighbourhood Plan

Cllrs Beaton and Gilligan updated the meeting following their meeting at Hertsmere Borough Council with Mark Silverman, Christine Lyons and Cllr Harvey Cohen.  They were informed that Shenley will have to have more housing and there is the possibility of land being removed from the Green Belt to accommodate this.  They were also informed that HBC’s draft local plan will be produced by this time next year.  The meeting went on to discuss this in depth.

 

  • Village Sign

The meeting confirmed the sign design and requested that the cows be replaced with horses.

MINUTES OF THE ANNUAL MEETING OF THE PARISH COUNCIL HELD ON TUESDAY, 2 MAy 2017, AT 7.30PM IN THE VILLAGE HALL, 108 LONDON ROAD, SHENLEY.

 

 

PRESENT: Councillors Nicky Beaton, Helen Hussain, Gavin O’Sullivan, Robert Perlmutter, Anthony Spencer, William Susman and Peter Wayne.

COMMENCEMENT OF PROCEEDINGS

The Chair, Councillor William Susman formally called the meeting to order and welcomed those present.

 

  1. ELECTION OF CHAIR

Councillor Susman invited nominations for the position of Chair with Councillor Susman being nominated and duly seconded. Following a vote Councillor Susman was duly elected. Councillor Susman confirmed his willingness to act in the capacity of Chairman to the council:-

RESOLVED that councillor William Susman be appointed chair of the council for the municipal year 2017/2018.

 

  1. ABSENCE OF MEMBERS AND DECLARATION OF ACCEPTANCE

OF OFFICE

It was NOTED that Councillor Susman would complete the acceptance of office form for the position of chair which will be witnessed by the clerk as proper officer. Apologies for absence were received from Councillors Annette Edel & Rosemary Gilligan

 

Councillor Susman remained in the chair.

 

  1. ELECTION OF VICE-CHAIR

Nominations for the position of Vice-Chair were invited with Councillor Helen Hussain being nominated and duly seconded. Following a vote Councillor Hussain was duly elected. She confirmed her willingness to act in that capacity, and the council:-

RESOLVED that Councillor Helen Hussain be appointed Vice-Chair of the council for the municipal year 2017/2018.

 

  1. APPOINTMENT OF COMMITTEES AND WORKING GROUPS

2017/2018

Finance Committee:

The Council;

RESOLVED—that a Finance Committee be appointed for the

municipal year 2017/2018 comprising the Chair and Vice-Chair of the

Council ex-officio, and Councillors Nicky Beaton, Rosemary Gilligan, and Gavin O’Sullivan.

 

Allotment Committee

The Council;

RESOLVED—that an Allotment Committee be appointed for the

municipal year 2017/2018 comprising the Councillors Annette Edel, Rosemary Gilligan and William Susman, together with five allotment holders and a representative of the Shenley and District Horticultural Society.

 

The Council;

RESOLVED—that the following working groups be appointed for the

municipal year 2017/2018, which will act in an advisory capacity and

will have no decision making powers. They will appoint their own chairs and meet as and when they determine, subject to them reporting to the full Council. They will have full powers to co-opt or consult with any members of the public.

 

  • Highways Working Group comprising Cllrs Rosemary Gilligan, Robert Perlmutter, Anthony Spencer, William Susman and Peter Wayne together with a representatives from highways and Ringways .
  • Future Initiative Working Group comprising Cllrs Nicky Beaton, , Helen Hussain, Gavin O’Sullivan, Anthony Spencer and William Susman.
  • Media Working Group comprising of Cllrs Nicky Beaton, Helen Hussain, Robert Perlmutter and members Guy Beaton, Matt Finn & Dayaram Nakrani.
  • Planning Group comprising Cllrs Annette Edel (lead member), Rosemary Gilligan, Helen Hussain and Peter Wayne.
  • Shenley and Radlett Community Safety Partnership comprising of Cllr Anthony Spencer.
  • Neighbourhood Plan Comprising Cllrs Nicky Beaton, Rosemary Gilligan, Helen Hussain, Gavin O’Sullivan, Robert Perlmutter as the Parish Council representatives. Interested individuals can become involved as associate members of the group.

  • Review and accept the Neighbourhood Plan Steering Group Terms of Reference

Following a proposal and a seconder it was agreed to ADOPT the Neighbourhood Plan Steering Group Terms of Reference.

Cllr Beaton gave the meeting a quick over view of what will happen at the launch meeting.

 

  • The Great Get Together – initiative from the Department of Communities and Local Government

It was NOTED that unfortunately this event clashes with the Village Fete.

 

  • Public Rights of Way – Request by residents of the Mansion House to have an item in the next SVM stating there is no Public Right of Way

Following a lengthy debate it was AGREED not to publish any details as it was felt that as there was no Public Right of Way before, nothing has changed.  It was AGREED that the Chairman would contact the resident who asked the question.

 

  • Pursley Field

Nothing to report.

 

  • Harris Lane/Rookery Field:-
    • Request from Borehamwood 2000 to rent Rookery Field again from September 2017

It was AGREED that Borehamwood 2000 be allowed to rent Rookery Field for the season beginning in September.

  • Moving the goal mouths

Following a lengthy debate it was AGREED that the 2 spare goal mouths that Mr & Mrs Gough have been storing will be moved to Rookery Field.

  • Confirm exactly which benches need replacing

It was AGREED to leave the benches as they are for the time being.

  • Outdoor gym equipment installed in Harris Lane

It was NOTED that the gym equipment is installed and looks very impressive.  Thanks again were given to Tesco and Groundwork UK for their support.

 

  • Allotments

It was requested that the Clerk look into the specific legal requirements of providing allotments.

 

  • Shenley Fete

Cllr Beaton informed the meeting that the plans are progressing well.

 

  • Future Initiative

It was AGREED a meeting date needed to be set.

 

  • Media Committee

There is a meeting taking place in April.

 

  • CSP

Councillor Spencer informed the meeting that he has spoken with County Councillor Morris Bright, requesting that the CSP meetings are moved from Potters Bar to Borough Council in order for them to be more accessible.

 

  • Police Update

The Safer Neighbourhood Newsletter was NOTED.

 

  • Shenley Park Trust

The meeting were informed that the AGM took place and that the Park Trust is looking at doing a monthly ‘MEET THE TRUSTEES’ which will include a tour of the park.  They are also putting together a 5 year plan.

 

  • Neighbourhood Plan

The launch meeting is taking place on April 5th at 6.30pm for registration. The meeting NOTED all the hard work done by Cllrs Beaton, Gilligan and Hussain in preparing everything

 

  • The Village Sign

The meeting looked at the final 2 options for the new sign and AGREED that the public will vote via Facebook and at the launch meeting of the Neighbourhood Plan. Therefore the decision on which option to use would be made before the May Parish Council meeting.

Following a proposal and a seconder it was agreed to ADOPT the Neighbourhood Plan Steering Group Terms of Reference.

Cllr Beaton gave the meeting a quick over view of what will happen at the launch meeting.

 

  • The Great Get Together – initiative from the Department of Communities and Local Government

It was NOTED that unfortunately this event clashes with the Village Fete.

 

  • Public Rights of Way – Request by residents of the Mansion House to have an item in the next SVM stating there is no Public Right of Way

Following a lengthy debate it was AGREED not to publish any details as it was felt that as there was no Public Right of Way before, nothing has changed.  It was AGREED that the Chairman would contact the resident who asked the question.

 

  • Pursley Field

Nothing to report.

 

  • Harris Lane/Rookery Field:-
    • Request from Borehamwood 2000 to rent Rookery Field again from September 2017

It was AGREED that Borehamwood 2000 be allowed to rent Rookery Field for the season beginning in September.

  • Moving the goal mouths

Following a lengthy debate it was AGREED that the 2 spare goal mouths that Mr & Mrs Gough have been storing will be moved to Rookery Field.

  • Confirm exactly which benches need replacing

It was AGREED to leave the benches as they are for the time being.

  • Outdoor gym equipment installed in Harris Lane

It was NOTED that the gym equipment is installed and looks very impressive.  Thanks again were given to Tesco and Groundwork UK for their support.

 

  • Allotments

It was requested that the Clerk look into the specific legal requirements of providing allotments.

 

  • Shenley Fete

Cllr Beaton informed the meeting that the plans are progressing well.

 

  • Future Initiative

It was AGREED a meeting date needed to be set.

 

  • Media Committee

There is a meeting taking place in April.

 

  • CSP

Councillor Spencer informed the meeting that he has spoken with County Councillor Morris Bright, requesting that the CSP meetings are moved from Potters Bar to Borough Council in order for them to be more accessible.

 

  • Police Update

The Safer Neighbourhood Newsletter was NOTED.

 

  • Shenley Park Trust

The meeting were informed that the AGM took place and that the Park Trust is looking at doing a monthly ‘MEET THE TRUSTEES’ which will include a tour of the park.  They are also putting together a 5 year plan.

 

  • Neighbourhood Plan

The launch meeting is taking place on April 5th at 6.30pm for registration. The meeting NOTED all the hard work done by Cllrs Beaton, Gilligan and Hussain in preparing everything

 

  • The Village Sign

The meeting looked at the final 2 options for the new sign and AGREED that the public will vote via Facebook and at the launch meeting of the Neighbourhood Plan. Therefore the decision on which option to use would be made before the May Parish Council meeting.

The Action plan was NOTED. Cllr Gilligan commented that following the allotment committee meeting people were upset that the police’s response to the spate of break ins, appeared to show it was a low priority for the police.

The Action plan was NOTED. Cllr Gilligan highlighted that the committee hope PCSO Ramdeen will mark up people’s property one weekend at the allotments in light of the recent break-ins.

 

108/16          Questions by residents of Shenley Parish

The Chairman welcomed Mr Martin Cooke from Hertfordshire Youth Connexions (HYC) to address the meeting to see if there was a way to engage the youth of Shenley with the help of Youth Connexions. Mr Cooke started by introducing HYC and giving a brief background into what they do.  They are primarily set up to help teenagers 13yrs and upwards, however they do run and support specific programmes for 16-18 year olds such as the National Citizens service and the Duke of Edinburgh Awards scheme.  They work with vulnerable young people and undertake preventative youth work programmes as well as looking to channel a voice for the youth such as Youth Councils.

 

Mr Cooke then went on the explain what can be offered to the Youth of Shenley such as outreach programmes, Duke of Edinborough, help start and set up programmes. Mr Cooke asked what facility was available for the youth to meet.  RG said there was plenty of scope for this as previously been proven, however HH said that finding the youth is the problem as there is no local secondary school.

 

RG suggested a mobile van on Harris Lane or rookery Field to be used for an event but this would need to be properly advertised.  AS asked what the youth enjoy doing and Mr Cooke said a portable climbing frame has proved popular in the past.  He said that his youth workers would be able to do the ground work to find out what the youth wanted.  HH said she would pass on Mr Cooke’s details to the youth minister at the Methodist Church.  It was also suggested that the new outdoor gym equipment may be used as an activity for the youth

 

The Chairman thanked Mr Cooke for attending.

The meeting were informed that Dayaram and Matt were working hard on developing the website.

 

  • CSP

Councillor Spencer updated the meeting following the last CSP meeting.  It was poorly attended by Shenley residents with only 1 resident form Shenley attending.  Following a discussion it was AGREED that AS would ask County Councillor Morris Bright if the CSP meeting locations could be rotated as this may help to increase attendance.  It was also NOTED that burglaries in the area have increased especially in Radlett and GO was concerned that this will effect Shenley residents insurance quotes as we share the same postcode. However it was NOTED that there has been success in catching fly-tippers.

 

  • Police Update

The Safer Neighbourhood Newsletter was NOTED.

 

  • Shenley Park Trust

The meeting were pleased to see there is a public AGM.  However NB was concerned that the trust is losing a good contractor and questioned what will happen moving forward.

 

  • Neighbourhood Plan

Councillor Beaton informed the meeting that the steering committee are working hard for the launch on April 5th at 6.30pm and said it is vital that everyone does their bit to spread the word.

PRESENT: Councillors Nicky Beaton, Rosemary Gilligan, Helen Hussain, Gavin O’Sullivan, Peter Wayne and William Susman (Chair)

94/15.           Minutes of the Parish Council Meeting held on 3rd January 2017

RESOLVED that the minutes of the Ordinary Parish Council meeting, held on 3rd January 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.

96/16                        Questions by residents of Shenley Parish

The Chairman welcomed Mr Chris Griggs, Mr James Craig and Mr Charlie Buckingham-Smart who would be addressing the meeting concerning a proposed planning application. The chairman also welcomed Mr Vezey and Mr Hunter who also wished to address the meeting on the same matter and finally Dr and Mr Davies who had asked for several points to be discussed at the meeting.

 

Mr Griggs began by presenting the proposed planning application for 6 houses on the current site and explained they have been in discussions with Hertsmere Borough Council Planning department since 2015 regarding the proposed development which has included 2 formal pre-applications.  The proposed development will consist of 2 detached 5 bed houses and 4, 4 bed semis. Mr Griggs confirmed that none of the buildings on the current site are listed.

 

The Chairman invited questions from the floor and Mr Vezey addressed the meeting, saying it was a great shame if Rest Harrow is knocked down as it is felt that the village will lose its village appeal and requested that the Parish Council object to the proposed application.  The Chairman explained that the Parish Council would discuss the application later on in the meeting.

 

The Chairman then took the opportunity to welcome Dr and Mr Davies and asked them to address the meeting concerning several points.  Firstly it was requested that the Christmas Lights are extended further down Porters Park Drive.  The chairman explained the costs involved.  Following a discussion it was agreed to add this matter on to the financial points of the March meeting and request that an increased amount of money is put into the Christmas lights over several years enabling the lights to be extended through Shenley.

 

The condition of the car park at Tesco was discussed; however this is a privately owned carpark.  It was agreed the Parish Council would continue to put pressure on the management company to carry out improvements.

 

Finally the item concerning the roundabout at Black Lion Hill. The Chairman ran through all the signage that is currently positioned around the roundabout.  The chairman then advised that the Parish Council have requested a grant for 2 smiley face speed cameras for Shenley.  One of which would be placed on Black Lion Hill.

 

The Chairman thanked all the residents for attending.

 

The Chairman then welcomed Mr Tai Tsui, Principle Planning officer from Hertsmere Borough Council to the meeting to answer any questions concerning Green Belt and Shenley.  Mr Tsui ran through what it meant for an area to be in the Green belt and also explained why Hertsmere Borough Council were looking to release Green Belt land. Following a discussion the Chairman then thanked Mr Tsui for attending the meeting.

The meeting were informed that this would be addressed as part of the Shenley Neighbourhood Plan.

Shenley Parish Council OBJECT to this application on the grounds that this is a new development only recently completed and further development was not appropriate. The Council also NOTED that it was sad that the inspector had not stood by the original decision.

The Chairman welcomed Mr Ben Sampson to the meeting.  Mr Sampson enquired as to why the Parish council had objected to his planning application for 122 London Road and asked what the process was with regards to planning applications. Cllr Susman gave an overview of the process and informed Mr Sampson that his planning application had been discussed at the December Parish council meeting. The Chairman thanked Mr Sampson for attending.

 

87/16.           Reports of Committee, Members and Clerk

  • Public Rights of Way

The information was NOTED. The meeting then went on to discuss the fly tipping that has occurred at The Spinney as this has been investigated by both Hertsmere Borough Council and Hertfordshire County Council and both have confirmed the land is privately owned. The clerk will contact environmental health to chase.

 

  • Pursley Field

Nothing to report.

 

  • Harris Lane/Rookery Field

Following a discussion it was AGREED that Councillor Edel and the Clerk would look at the benches in Harris Lane and Rookery Field and see which ones need replacing. To discuss at the February meeting.

 

  • Allotments

The date of the next allotment committee meeting is 14/02/17.

 

  • Shenley Fete

Cllr Beaton informed the meeting that the stall holder emails are currently being sent out. The date of the fete is Sunday 18th June 2017.

 

  • Future Initiative

The meeting discusses locations for the cultural trip and agreed on 1 of the following – Bletchley Park, Highclare House or Highgrove in April 2017.  It was agreed that the Clerk would look into these.  It was also AGREED that the summer trip would be to Brighton.

 

  • Media Committee

Cllr Beaton informed the meeting that Matt Finn is joining the committee which is great news. The current Facebook page was discussed and it was AGREED that it will be looked into becoming more formal. It was also agreed that more professional photos of the Councillors were needed and Cllr Susman will contact a potential photographer.  The meeting went on to discuss Shenley Village Matters and following a lengthy discussion it was AGREED that the current format should remain the same.  It was also AGREED that 12 adverts would be added to the publication bringing in a potential £1800. It was also AGREED that a new printers need to confirmed.

  • Shenley Park Trust

Cllr Susman informed the meeting that 2 new Trustees have been appointed to the trust. The issue concerning overage was discussed and the meeting were informed that the trust have sent a draft report to Hertsmere Borough Council for comment.

Councillor Beaton informed the meeting that the steering committee will be meeting on Wednesday 11th January at 6.30pm in the Methodist Church.

 

  • Village Sign

The Clerk informed the meeting that she was still waiting for the quote.  Cllr Susman took the opportunity to inform the meeting the boardwalk has been cordoned off due to the boards’ rapid deterioration. He has a meeting with AGA on Thursday 5th January to discuss the matter.
