MINUTES OF THE MEETING HELD ON TUESDAY, 14th May 2019, AT 7.50PM IN THE VILLAGE HALL, 108 LONDON ROAD, SHENLEY
PRESENT: Councillors Justine Ash, Jonathan Bonn, Nicky Beaton, Rosemary Gilligan, Nigel Heller, Natalie Susman, William Susman (Chair) and Anthony Spencer
- In attendance: Amanda Leboff, Clerk to the Council
- 6 members of the public were present
11/19. Apologies for Absence.
Apologies for absence were submitted from Cllrs Annie Keen and Gavin O’Sullivan and County Councillor Morris Bright.
12/19. Declarations of Interests
PERSONAL – Councillors Gilligan, Heller and Spencer declared a personal interest in the item concerning Shenley Park Trust.
13/19. Minutes of the Parish Council Meeting held on 2nd April 2019
RESOLVED that the minutes of the Ordinary Parish Council meeting, held on the 2nd April 2019 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council
14/19. Review of Action Plan from above meetings
The Action plan was NOTED.
15/19. Questions by residents of Shenley Parish
The chairman invited questions. Mr D Nakrani introduced himself to the Councillors in his capacity, running the Parish Council website.
The Chairman thanked the residents for attending.
16/19. Reports of Committee, Members and Clerk
- E-Mail from resident – S.Madsen
The meeting noted the email. It was AGREED that the question concerning the old police property on Harris Lane would be looked into by Borough Councillors Susman and Spencer
With regards to the question of Pursley Field. It was AGREED this would be discussed at the next meeting with Borehamwood 2000 Football Club.
- E-Mail from resident – L.Morris
The meeting noted the email. It was NOTED that Cllr Spencer has spoken with environmental health regarding the unsightly state of the private land that runs along The Spinney. It was AGREED that the Parish Council would send a letter to the resident asking for the area to be tidied.
- Councillor Street Responsibilities
Councillor W Susman suggested that Councillors each take responsibility for individual streets. It was AGREED the clerk and Cllr Susman will divide the streets and allocate to the Cllrs.
- Bell Lane – Issues from residents
Councillor W Susman informed the meeting that he had met with residents and was now looking at each item individually, as well as perhaps arranging for an SID to be put in Bell Lane.
- Parish Council Surgeries
Following the success of this evenings first Council surgery at 6.30pm, it was AGREED that these would be run regularly. It was suggested that the times alternate as 6.30pm may be too early for some residents to attend. It was AGREED that timings would be looked at.
- Neighbourhood Plan
Councillor Gilligan updated the Council with regards to the Neighbourhood Plan and the fact that it is still in the consultation period. The Council unanimously AGREED to continue to support the Neighbourhood Plan in its entirety. Cllr Gilligan went on to inform the meeting that a new area for development is being looked at by HBC, which was not previously known. The Steering Group will be meeting again shortly.
- Drive Safe
Councillor Susman informed the meeting that this is currently with the police. The parish Council have requested to monitor Porters Park Drive both ways, London Road both ways, Green Street both ways and Black Lion Hill both ways.
- Action for a Cleaner Shenley – Update
The meeting thanked the team for continuing to work so hard for Shenley.
- Community Payback Scheme – Update
The meeting AGREED the team have done a great job on The Spinney.
- Harris Lane/Rookery Field
The meeting were informed that the new benches are now in place and the broken benches have been removed.
The meeting were informed that there had been a burst water main but this has now been repaired.
- Shenley Fete
The Councillors were asked if anyone is available to help on the day, could they contact Nicky and Guy Beaton.
- Media Committee
The latest edition of Shenley Village Matters is currently being worked on.
- Shenley Community Activities Group
The Clerk informed the meeting that the summer trip on Wednesday 26th June to Southend On Sea is already proving very popular.
- Police Update
Councillor Heller informed the meeting that the CCTV footage from the Parish Council camera is being looked at to assist with an incident. It was suggested that a visit to Stevenage CCTV headquarters be arranged for the Councillors. The clerk will look into arranging this. It was also suggested that Cllr Heller see if he can accompany the police when out in Shenley.
- Shenley Park Trust
The meeting was informed that Park Trust have secured match funding for works to be done on the entrance to the park as well as improving the paths and carrying out work on the green houses.
17/19. Planning Applications

18/19. Financial matters
- May 2019 meeting
The Accounts for payment for the May 2019 meeting were received and it was: – RESOLVED that the monthly Accounts for payment totalling £9,663.84 be approved.
- Following a proposal and seconder, it was: – RESOLVED that the monthly budget monitoring reports for March and April 2019 be approved.
- Following a proposal and seconder, it was: – RESOLVED that the monthly petty cash report for April 2019 be approved.
- Section 137 Grant Requests: –
There were none
- The Council AGRRED to add the additional signatory when the bank account is moved.
- Following a proposal and seconder, it was: – RESOLVED that an addition of a maximum of £8,000 be given to the Shenley Neighbourhood Plan. This is in addition to money previously agreed.
