MINUTES OF THE MEETING HELD ON TUESDAY, 3 OCTOBER 2017, AT 7.30PM IN THE VILLAGE HALL, 108 LONDON ROAD, SHENLEY
PRESENT: Councillors Nicky Beaton, Rosemary Gilligan, *Helen Hussain, Gavin O’Sullivan, Robert Perlmutter, Anthony Spencer, William Susman (Chair) and Peter Wayne

68/17. Apologies for Absence.
Apologies for absence were submitted from Councillor Annette Edel, and County Councillor Morris Bright.
69/17. Declarations of Interests
PERSONAL – Councillors Gilligan, Spencer and Susman declared a personal interest in the item concerning Shenley Park Trust.

70/17 Minutes of the Parish Council Meeting held on 5th September 2017
RESOLVED that the minutes of the Ordinary Parish Council meeting, held on 5th September 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.
71/17. Review of Action Plan from above meetings
The Action plan was NOTED.
72/17 Minutes of the Finance Committee Meeting held on 19th September 2017
RESOLVED that the minutes of the Finance Committee meeting, held on 19th September 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.

RESOLVED that the minutes of the Allotment Committee meeting, held on 27th September 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.
74/17. Questions by residents of Shenley Parish
The chairman took the opportunity to welcome members of the press and public to the meeting. The meeting then took the opportunity to note the fly tipping that had occurred on Rectory Lane near Manor Lodge School and all agreed how upsetting it was to see this occur.
75/17. Reports of Committee, Members and Clerk
(i) Hertsmere Local Plan – SPC Public Meeting 10th October
Councillor Beaton informed the meeting that there is a Public Meeting held by the Parish Council on 10th October to inform the public of Hertsmere Borough Council’s plans to build a garden village which will be partly in Shenley Ward.
(ii) Neighbourhood Plan
Councillors Beaton and Gilligan informed the meeting this was progressing.
(iii) Museum of Shenley Heritage
Councillors Gilligan and Spencer suggested that a museum of Shenley would be a valued addition to the community. The archives are currently held at the village hall. Councillor Susman informed the meeting that there is funding available for such projects. It was agreed it is important that the archives are not lost. It was agreed that a suitable location would need to be found.
(iv) Black Lion Cottages – email from Mr Hemmings
It email from Mr Hemmings was NOTED regarding the plans to build a habitable bungalow of the site at the Black Lion where the barn was. Councillor Gilligan said that in the appeal, it refers to the location where the barn and states that it should be left as open space. The meeting agreed that the area in question is too small for a bungalow and it would not be appropriate. Moreover it was agreed if anything additional parking was needed for the restaurant.
(v) Pursley Field – Update
Nothing to report.
(vi) Harris Lane/Rookery Field
The meeting AGREED they are happy for Borehamwood 2000 to use Rookery field every other Saturday for the girls’ team, however additional payment would be necessary.
(vii) Allotments
The Clerk informed the meeting that an allotment holder has offered to strim vacant plots for £25 a plot. It was AGREED this sounded very reasonable and should be accepted.
(viii) Shenley Fete
Councillor Beaton informed the date of next year’s fete is Sunday 1st July 2018. Councillor Beaton said the main attraction has already been booked for next year.
(ix) Future Initiative Events
The coming months are:-
Halloween – Sunday 29th October
Remembrance Sunday –Sunday 12th November
Christmas lights switch on- Wednesday 15th November
Chanukah – Saturday 16th December
Christmas at the Cage – Sunday 17th December
- Councillor Beaton informed the meeting that the Father Christmas on a pony and trap has been arranged
- It was suggested a Christmas tree should be planted – Cllr Susman will speak to Shenley Park Trust regarding this.
- It was agreed the Clerk would contact Shenley Primary School and ask if they would sing Christmas carols at the Christmas lights switch on.
- The clerk will ask if the tree outside the Village Halls electrics have been fixed.
(x) Media Committee
The committee met on Tuesday 3rd October. The committee are happy with Shenley Village Matters but are trying to update the website. Cllr Beaton suggested adding Councillors photos and profiles on the website.
(xi) CSP
It was highlighted that there have been issues with youths around Shenley of an evening. The police are aware.
(xii) Police Update
Nothing to report.
(xiii) Shenley Park Trust
Councillor Spencer informed the meeting there is to be a trustee’s only meeting.

The meeting OBJECTED to the use of dormers as these are unsightly and overlook neighbours.

The meeting OBJECT to the application as they do not believe in a gated community as can be very divisive. If gates are necessary then perhaps a field gate would be more appropriate.

Following a proposal and seconder, it was:-
RESOLVED that the October 2017 meeting accounts for September 2017 (£5,126.24), be approved for payment.

(IV) Section 137 Grant Requests: – There were none
(V) It was RESOLVED to ACCEPT and APPROVE the external auditor’s signed annual return and opinion for year ended 31 March 2017
(VI) It was RESOLVED that the annual return and notice of audit was displayed on the Andrew Close notice board for in excess of 14 days
(VII) The council RESOLVED to ACCEPT and APPROVE the Parish Council insurance quote Came and Company for £2,516.23 (using Ecclesiastical, this includes a reduction due to long term agreement which expires 30th October 2020).
