PRESENT: Councillors, Nicky Beaton, Helen Hussain, Gavin O’Sullivan, Robert Perlmutter, Anthony Spencer, William Susman (Chair). and Peter Wayne.

  • In attendance:            Amanda Leboff, Clerk to the Council


112/16.         Apologies for Absence.

Apologies for absence were submitted from Councillors Annette Edel, Rosemary Gilligan and County Councillor Morris Bright.


113/16.         Declarations of Interests

PERSONAL – Councillors Susman and Spencer declared a personal interest in the item concerning Shenley Park Trust.



114/15.         Minutes of the Parish Council Meeting held on 7th March 2017

RESOLVED that the minutes of the Ordinary Parish Council meeting, held on the 7th March 2017 be confirmed as a correct record, and signed by Cllr Susman and adopted by the Council.


115/16.         Review of Action Plan from above meetings

The Action plan was NOTED.

117/16.         Reports of Committee, Members and Clerk

  • Review and accept the Neighbourhood Plan Steering Group Terms of Reference

Following a proposal and a seconder it was agreed to ADOPT the Neighbourhood Plan Steering Group Terms of Reference.

Cllr Beaton gave the meeting a quick over view of what will happen at the launch meeting.


  • The Great Get Together – initiative from the Department of Communities and Local Government

It was NOTED that unfortunately this event clashes with the Village Fete.


  • Public Rights of Way – Request by residents of the Mansion House to have an item in the next SVM stating there is no Public Right of Way

Following a lengthy debate it was AGREED not to publish any details as it was felt that as there was no Public Right of Way before, nothing has changed.  It was AGREED that the Chairman would contact the resident who asked the question.


  • Pursley Field

Nothing to report.


  • Harris Lane/Rookery Field:-
    • Request from Borehamwood 2000 to rent Rookery Field again from September 2017

It was AGREED that Borehamwood 2000 be allowed to rent Rookery Field for the season beginning in September.

  • Moving the goal mouths

Following a lengthy debate it was AGREED that the 2 spare goal mouths that Mr & Mrs Gough have been storing will be moved to Rookery Field.

  • Confirm exactly which benches need replacing

It was AGREED to leave the benches as they are for the time being.

  • Outdoor gym equipment installed in Harris Lane

It was NOTED that the gym equipment is installed and looks very impressive.  Thanks again were given to Tesco and Groundwork UK for their support.


  • Allotments

It was requested that the Clerk look into the specific legal requirements of providing allotments.


  • Shenley Fete

Cllr Beaton informed the meeting that the plans are progressing well.


  • Future Initiative

It was AGREED a meeting date needed to be set.


  • Media Committee

There is a meeting taking place in April.


  • CSP

Councillor Spencer informed the meeting that he has spoken with County Councillor Morris Bright, requesting that the CSP meetings are moved from Potters Bar to Borough Council in order for them to be more accessible.


  • Police Update

The Safer Neighbourhood Newsletter was NOTED.


  • Shenley Park Trust

The meeting were informed that the AGM took place and that the Park Trust is looking at doing a monthly ‘MEET THE TRUSTEES’ which will include a tour of the park.  They are also putting together a 5 year plan.


  • Neighbourhood Plan

The launch meeting is taking place on April 5th at 6.30pm for registration. The meeting NOTED all the hard work done by Cllrs Beaton, Gilligan and Hussain in preparing everything


  • The Village Sign

The meeting looked at the final 2 options for the new sign and AGREED that the public will vote via Facebook and at the launch meeting of the Neighbourhood Plan. Therefore the decision on which option to use would be made before the May Parish Council meeting.
